Abstract

Mobility restrictions imposed by the urban environment have mainly affected the use of transport in cities, and this can partly be attributed to disordered population growth and technological development. As a result, the urban environment has been forced to live with intense and troubled vehicle flows at various times, which influence the economy and society. Despite recent advances (theoretical and methodological) on the subject, congestion still persists repeatedly. For this reason, further research is needed in order to simulate solutions, but also to give a voice to the different stakeholders present at the demand-generating hubs. With this in mind, a hybrid approach was proposed using a multi-criteria method and microsimulation. The results suggest that the management of signaling equipment and traffic lights through the intervention of traffic agents significantly improves the efficiency of traffic flow, so that queue lengths can be reduced by 65.6% and total travel time by 48.3% on the stretches analyzed. In this way, contexts can benefit from this proposal, especially when refined and expensive data is not available to study vehicle movements.
