THE RIGHT TO INFORMATION FOR INTERNATIONAL PROTECTION OF HUMAN RIGHTS

Abstract

The research, linked to the research and study group on organizational sustainability management, with the CNPQ / UFMS / CPTL, has the scope of the right to information as a human right; it was developed under the contextualization of human rights, the transparency principle, and social participation in the fight against corruption. The problem of access to public information will be approached, which, despite its recognition in international documents, is still problematic in terms of accessibility and social participation in public governance. This theme will be developed by retrieval of international documents deriving from the United Nations and from international-regional organizations for the protection of human rights, which are the normative essence of the right to information. It aims to relate the right to information to the international protection of human rights. It is justified by the fact that the access to information is a fundamental right, implying the objective obligation of the States to guarantee access to information, based on the principle of transparency. The research methods used, regarding approach, nature, objectives and procedures, the methodologies: qualitative, descriptive and bibliographical. It was found that, originally, the right to information, was linked to the right to freedom of expression; and that with the jurisprudence advancement and the adoption of new international documents, it has become a mean for the realization of other rights, acquiring autonomy, besides being a fundamental tool of social participation in the fight against corruption. The research suggests that investment in cultural promotion of the right to information, as an instrument of citizenship, strengthens the consolidation of democracy, being inherent in human rights.
